The British Are Prepared . . . for Robots
When you have policies in place regarding the rights and privileges of sentient androids, you're prepared for anything. From Tech.Blorge:A research paper commissioned by the UK Government has suggested that robots may be self aware and be demanding equal rights by 2056. The paper also predicts that robots will be increasingly used for war and housekeeping, and may even have brains provided by rats.

I remember first reading about rat brains controlling robots in the November 2006 Discover magazine. It seems we have left the realm of artificial intelligence.
